If, without adhering to the Convention, Hong Kong should voluntarily adopt countervailing duties, would this whitewash all bounty-fed sugars imported, and could Hong Kong in this case claim admission for such sugar into French Indo-China, after being refined in Hong Kong?

It will be seen from the private correspondence attached, that this question is not a simple one; but the conclusion arrived at by the Board of Customs is probably right, viz., that Hong Kong could not claim admission for such sugar, but that at the same time it is unlikely that French Indo-China would maintain its prohibition.
